I don't think this can be a Flash Game any more. There's too much detail I want to put into it. Anyway. Blog:

You do know flash player 11 will have gpu accelerated graphics?
flash will (in a few months) have the ability to run games like Gears of War 2 at playable framerates within the browser.
switching to another medium than flash will be a hassle and unneeded.
do some research before you make or break a game.

I wouldn't go as far as saying something like GoW can be run in flash. In the end, there's some major issues for that to happen. Flash will probably need to be redesigned from the ground up to make use of the GPU properly (without it being a major hassle).
Just take a look at Unity, that's basically the angle they are going for.
