Win 7 and Vista use 500MB more RAM, and some CPU as well. I think XP is the best WIN OS.
IF you're making one on your own, you might as well bick up a Win XP OS HDD. Most games can run on XP as well. Vista is crap, so ether XP or 7. About CPU cooling, if you don't overclock, the standard one should be fine, but don't think that you can buy a CPU without one, and use your old fan.

90% of the broken Xboxes that MS gets sended in are broken because of pour CPU cooling.
(99% of all Xboxes got sended in.)

While XP does use less resources in general, it's generally more acceptable to use W7 due to DX11 support (he said it's for gaming remember?). Not to mention, the difference is negligible with 4GB RAM and RAM is dirt-cheap nowadays. You can get more, but 4GB is more than enough to run W7 64-bit efficiently.

Cooling is important, and the choice of cooling can determine many things.

Apart from just cooling, the fans will also heavily affect noise-level etc.

Liquid cooling is a solution, but you have to be weary due to the nature of it (it's liquid).

Played and finish on the day of release.

The DLC co-op is amazing fun. The ending was superb btw.

no, she's an Alien from video game, kind of like Masterchief type where throughout the serious she wears a 'bio suit' so you cant see her but in the last game you can find this picture of her. for fans of the game no ones guessed yet, its a huge spoiler if they haven't played the last one.
