Literally did that for my web-project a few weeks back, I deleted the main handler and had to rebuild it from scratch (took me about an hour).

Now if I'm not too lazy I could actually help you / him with this (and hey it seems like I'll be able to construct a portfolio soon).
I've actually been working a lot in php (custom, fancy, file-lister :D ) and all lately and I'm probably as good as I can become with CSS (though there's always more to learn).
Oh look at the forum coming together nicely. 
The websites I've done mainly have a Python framework behind it (Django/web2py are the ones I've used specifically). And they were fun to make.
I can do complex, but simplistic sites are better

You can have a complex back-end as long as it's abstracted from the user, so they never see it.
Then there is the big HCI questions, although I won't get into that now.
